• Refer = new dossier using a prior approved dossier to change brand/name. 

• Transfer = move dossier due to establishment change.

4) Labels/IFU are under a brighter light (Oct 2024 + draft Mar 2025). 
Guidelines now expect complete artwork sets (all panels, variants) and clearer language rules: Thai+EN for home-use, EN acceptable for pro-use (per the 2020 base rule, reiterated in 2024 guidance). 5) Change notifications: new matrices (effective Jan 15, 2025).

• Manufacturers (Class 1–4): re-baseline to Full CSDT and artwork-accurate labels/IFU. 

• Importers/License holders: prep Refer/Transfer packs when brands or entities change; align Thai/EN company names and addresses everywhere.
