What actually changed (no spin)
1) Full CSDT is now mandatory (Feb 2024).
“Partial” CSDT routes ended. Class 2–4 notifications/licenses require a complete ASEAN CSDT. If you’re still recycling partial packs at renewal or change, you’re out of spec. Pacific Bridge Medicalcmsmedtech.com
2) Redundant documents removed (from Jun 6, 2024).
TFDA cut duplicative items for full evaluations and aligned “concise/reliance” pathways to foreign approvals from recognized agencies—but only when your intended use and labeling are identical to the reference. This is fewer uploads, not “no uploads.” en.fda.moph.go.thEmergo by ULAndaman Medical
3) “Refer” & “Transfer” are formalized (Sep–Nov 2024).
- Refer = new dossier using a prior approved dossier to change brand/name.
- Transfer = move dossier due to establishment change.
Both demand proof of identicality and prior dossier pedigree (i.e., the original must have been Full CSDT). Andaman Medicalqualtechs.comasiaactual.com
4) Labels/IFU are under a brighter light (Oct 2024 + draft Mar 2025).
Guidelines now expect complete artwork sets (all panels, variants) and clearer language rules: Thai+EN for home-use, EN acceptable for pro-use (per the 2020 base rule, reiterated in 2024 guidance). Draft amendments (Mar 18, 2025) further tighten presentation; watch finalization. Andaman Medicalasiaactual.com
5) Change notifications: new matrices (effective Jan 15, 2025).
For IVDs and non-IVDs, TFDA published case-by-case document grids (add items, accessories, software adjustments, etc.). Pick the correct case or expect a re-work request. Andaman Medical+1qualtechs.com
Who this hits (and how)
- Manufacturers (Class 1–4): re-baseline to Full CSDT and artwork-accurate labels/IFU.
- Importers/License holders: prep Refer/Transfer packs when brands or entities change; align Thai/EN company names and addresses everywhere.
- IVD companies: map changes to the Jan-2025 matrices; don’t over- or under-submit. Andaman Medical+1
The translation spec that clears TFDA review (TH ↔ EN)
CSDT core (Class 2–4):
Executive Summary, Essential Principles checklist, Risk-Management summary, V&V summary, Clinical evidence synopsis, Manufacturing info, DoC, LoA, and labeling/IFU. Use one terminology across every section and attachment. Pacific Bridge Medical
Label/IFU packs:
- Upload full packaging artwork (primary → shipper), each model/pack-size separately.
- Language: home-use = TH+EN; professional-use = EN acceptable, but keep Thai importer details correct.
- Images must be readable; performance/claims may trigger data requests. Andaman Medical
Reliance/concise submissions:
Only if your intended use + IFU + labels are identical to the recognized foreign approval. One “creative” Thai rephrase can break reliance. Emergo by UL
Refer/Transfer:
Prepare bilingual Declaration of Identicality (คำชี้แจงความเหมือน), consent letters, and cross-references to the original license number; ensure company names/addresses match across label/IFU/DoC. Andaman Medical
Change notifications (IVD & non-IVD):
Match the TFDA case type; attach only what the grid requires (e.g., comparison tables, updated labels/IFU, targeted V&V). Don’t flood the portal with extras that contradict your summary. Andaman Medical+1
Avoidable rejection triggers (we see these weekly)
- Indications drift between your reliance reference and Thai texts. (Reliance void.) Emergo by UL
- Artwork gaps: only one panel uploaded; tiny unreadable images; variants not filed separately. Andaman Medical
- Legacy partial-CSDT structure used in renewals/changes. Pacific Bridge Medical
- Wrong change-matrix case → wrong document set → delay. qualtechs.com
- Entity/brand changes without a Refer/Transfer path and identicality proof. Andaman Medical

“Ready-to-file” checklist (copy/paste)
- Full CSDT in EN with TH mapping for critical fields (device name, intended use).
- Label/IFU artwork: all panels, each variant; TH+EN for home-use; importer/manufacturer details exact. Andaman Medical
- Reliance pack (if used): reference approval + identical indications/IFU/labels. Emergo by UL
- Refer/Transfer: Declaration of Identicality (TH/EN), consent letters, prior license refs. Andaman Medical
- Change case (IVD/non-IVD): choose matrix category; add comparison table + updated docs only. Andaman Medical+1
How Othello keeps your file moving
- Bilingual CSDT builds with locked terminology across ES/EP/RM/V&V/clinical.
- Artwork-first label/IFU packs (all panels, variant mapping, readability checks). Andaman Medical
- Reliance policing (we reject wording that would break “identicality”). Emergo by UL
- Refer/Transfer dossiers (TH/EN identicality declarations, consents, cross-refs). Andaman Medical
- Change-matrix kits (cover letters, comparison tables, target docs per Jan-2025 grids). Andaman Medical
CTA: Send your current label/IFU set and intended use. We’ll map it to TFDA’s current pathways and tell you—plainly—what to keep, fix, or scrap before you file.
