The 2026 disclosure mandate

IFRS S2 &
One Report Readiness

Thailand’s SEC is turning the 56-1 One Report from comply-or-explain into mandatory, ISSB-aligned climate disclosure. SET50 first — then the market. We build the report that clears the bar, in both languages.

From comply-or-explain to compulsory

The One Report is now a compliance document

The SEC’s ISSB Roadmap adopts IFRS S1 & S2 into the 56-1 One Report — moving climate and sustainability disclosure from voluntary narrative to mandatory, investor-grade reporting tied to your financials. SET50 leads in 2026; the rest of the market follows.

Mandatory, not optional
The comply-or-explain era ends. ISSB-aligned climate disclosure becomes a required part of the One Report, phased across 2026–2030.
Climate-first
The first years focus on IFRS S2 (climate) plus the relevant parts of S1. Broader sustainability topics and Scope 3 phase in later.
Connected to your financials
S1/S2 require sustainability risks disclosed for their effect on enterprise value — strategy, cash flows and prospects — not a separate ESG chapter.
Assurance is coming
The roadmap escalates to reasonable assurance on sustainability data by 2029–2030. Every number must be verifiable, not asserted.
How ISSB is built

Four pillars, one disclosure

IFRS S1 and S2 are structured on the same four content pillars — the TCFD architecture, now hard-wired into the One Report. Each must be answered with evidence, not intent.

01
Governance
The board and management processes that oversee climate-related risks and opportunities — who is accountable, and how.
02
Strategy
The actual and potential effects on your business model, strategy and cash flows — including climate scenario analysis (1.5°C, 2°C and higher).
03
Risk Management
How climate risks are identified, assessed and integrated into your overall enterprise risk process.
04
Metrics & Targets
Scope 1 & 2 GHG emissions (Scope 3 to follow), plus the targets and KPIs you manage climate performance against.
It’s financial reporting, not CSR. S1/S2 sit alongside the financial statements. Sustainability risks and opportunities are disclosed for their effect on enterprise value — read by the same investors, held to the same rigour.
The gap to close

Today’s One Report won’t clear the bar

Most current One Reports treat sustainability as a narrative section. IFRS S1/S2 demand something structurally different — and the gap is where the compliance risk sits.

Today’s One ReportWhat IFRS S1/S2 requires
A standalone ESG / sustainability sectionClimate risk integrated with strategy, financials and prospects
Qualitative narrative and highlightsQuantified metrics, targets and Scope 1–2 GHG data
No forward-looking analysisScenario analysis across 1.5°C, 2°C and higher warming
Comply-or-explain, flexibleMandatory, structured to a defined standard
Unassured ESG claimsAssurance-ready data, escalating to reasonable assurance
The board is now on the hook
Governance disclosure names accountability. Climate is no longer an IR footnote — it is a board-level reporting obligation.
The data must reconcile
Metrics disclosed under S2 must tie to your GHG inventory and, increasingly, to assured figures — the same numbers your CFP/CFO verification produces.
The SEC ISSB roadmap

A phased path, 2026 to 2030

The mandate arrives in phases — with transition reliefs that are a runway to build the machinery properly, not a reprieve.

  1. 2026
SET50 begin — climate-firstThe largest issuers start disclosing under IFRS S2 (plus relevant S1) in the One Report. Foundation year: governance, strategy and core metrics.
  2. 2027–2028
Scenario analysis deepensClimate scenario analysis across 1.5°C, 2°C and higher-warming pathways becomes expected — and disclosure widens beyond the first cohort.
  3. 2029–2030
Reasonable assuranceSustainability data moves to reasonable assurance, and Scope 3 plus fuller S1 sustainability topics phase in.
Transition reliefs — your runway
01
Climate-only for the first years
Report IFRS S2 and relevant S1 first; broader sustainability topics come later.
02
Scope 1 & 2 first, Scope 3 deferred
Value-chain emissions are not required in the early years.
03
No comparatives in year one
Plus flexibility on GHG methodology and on reporting timing early on.
The reliefs are a window, not a reprieve. The early-year concessions exist so you can build the machinery properly. Issuers that use the runway to get data, governance and bilingual reporting right will glide through 2030; the rest will scramble.
Why Othello

The report that clears the bar — in both languages

We build the IFRS S2 disclosure into your One Report, clause-mapped and bilingual, on numbers that reconcile to verified data.

We build the S2 chapter, not translate it
We write the IFRS S2 disclosure native in English and Thai, structured to the four pillars — not a hurried translation of a narrative ESG section.
Clause-mapped to the standard
Every S1/S2 requirement mapped to your disclosure, so the filing is complete and an assurer can trace each line to its evidence.
The numbers reconcile
Your Scope 1 & 2 metrics tie to a TGO / ISO 14064-verified GHG inventory — assurance-ready as the 2030 bar approaches.
Bilingual by design, ISO 17100
The Thai filing prevails legally; the English is what investors score. We keep the two saying exactly the same thing.
Standards we operate to
