On <strong>28 November 2025<\/strong> the SEC revised its sustainability-disclosure principles to align with the ISSB standards, naming <strong>IFRS S1<\/strong> \u0e41\u0e25\u0e30 <strong>\u0e01\u0e32\u0e23\u0e40\u0e1b\u0e34\u0e14\u0e40\u0e1c\u0e22\u0e02\u0e49\u0e2d\u0e21\u0e39\u0e25\u0e14\u0e49\u0e32\u0e19\u0e2a\u0e20\u0e32\u0e1e\u0e20\u0e39\u0e21\u0e34\u0e2d\u0e32\u0e01\u0e32\u0e28\u0e15\u0e32\u0e21<\/strong> directly, climate-first, Scope 1 and Scope 2 to begin with. The cohort is fixed by the <strong>December 2026 SET50 index review<\/strong> \u2014 four months away \u2014 and those companies report for <strong>FY2027<\/strong>, filing in 2028.<\/p>\n\n<p>There is a detail in that sentence that almost no Thai briefing has picked up, and it is not a technicality. <strong>IFRS S1 and IFRS S2 have never been published in Thai.<\/strong> Not by the IFRS Foundation, and not by Thailand\u2019s own standard-setter. The rule that will govern SET50 climate reporting exists, in authoritative form, only in English.<\/p>\n\n<!--OBG-G--><div class=\"obg obg-toc\"><div class=\"obg-lb\">What this guide covers<\/div><ol><li><a href=\"#the-standard-has-never-been-published-in-thai\">The standard has never been published in Thai<\/a><\/li><li><a href=\"#accounting-got-a-thai-text-sustainability-did-not\">Accounting got a Thai text. Sustainability did not.<\/a><\/li><li><a href=\"#tsrs-does-not-mean-what-most-thai-briefings-say\">\u2018TSRS\u2019 does not mean what most Thai briefings say<\/a><\/li><li><a href=\"#three-languages-one-disclosure\">Three languages, one disclosure<\/a><\/li><li><a href=\"#what-to-do-before-the-december-2026-index-review\">What to do before the December 2026 index review<\/a><\/li><\/ol><\/div><!--\/OBG-G-->\n\n<p>That is a genuinely unusual position for a Thai reporting obligation, and it has consequences for how sustainability teams staff, draft and review the FY2027 report. Here is what is actually true, sourced to primary documents \u2014 and what it means in practice.<\/p>\n\n<!--OBG-G--><div class=\"obg obg-stats\"><div class=\"obg-stat\"><div class=\"obg-sn\">9<\/div><div class=\"obg-sl\">languages IFRS S1 &amp;amp; S2 are published in<\/div><\/div><div class=\"obg-stat\"><div class=\"obg-sn\">0<\/div><div class=\"obg-sl\">official Thai texts of IFRS S1 or S2<\/div><\/div><div class=\"obg-stat\"><div class=\"obg-sn\">6<\/div><div class=\"obg-sl\">FTSE Russell key research languages<\/div><\/div><div class=\"obg-stat\"><div class=\"obg-sn\">FY27<\/div><div class=\"obg-sl\">SET50 first mandatory reporting year<\/div><\/div><\/div><!--\/OBG-G-->\n\n<h2 id=\"the-standard-has-never-been-published-in-thai\">The standard has never been published in Thai<\/h2>\n<p>In March 2025 the IFRS Foundation announced new translations of the IFRS Sustainability Disclosure Standards and their supporting materials. The list is specific: <strong>Arabic, Brazilian Portuguese, Simplified Chinese, French, Japanese, Korean, Mongolian, Romanian and Spanish<\/strong>. Thai is not on it, and Thai does not appear in the translation filter on the Foundation\u2019s Sustainability Standards Navigator either.<\/p>\n\n<p>Nor has the gap been filled domestically. The Federation of Accounting Professions (TFAC) has published <em>educational<\/em> material introducing IFRS S1 and S2 in Thai \u2014 but as at August 2026 its standards library carries no sustainability-reporting family at all. Its four standard families cover financial reporting, auditing, education and ethics. Draft papers have circulated, but nothing has been issued: no Thai standard number, no effective date, no authoritative Thai text in force. Thailand\u2019s route is adoption <em>by reference to the English standards<\/em> \u2014 in full, with no jurisdictional modification and no carve-outs \u2014 rather than enactment of a Thai equivalent.<\/p>\n\n<p>The translation is not simply forgotten, either \u2014 it is a known blocker. The SEC\u2019s own strategic-plan performance report identifies the licence agreement between TFAC and the IFRS Foundation, permitting translation and publication of the standards, as <strong>a critical precondition<\/strong> for issuing its related notifications and forms. Which is worth sitting with: the reason the final rule has not landed is, in part, a translation right. And as at August 2026 that final SEC notification has <em>still<\/em> not been issued \u2014 the 28 November 2025 announcement set the principles and the ladder, and the implementing notification remains in progress.<\/p>\n\n<p>This is worth stating plainly because the alternative assumption is so natural. Thai finance teams have three decades of experience with a standard-setter that hands them a Thai text. For sustainability, that text does not exist.<\/p>\n\n<h2 id=\"accounting-got-a-thai-text-sustainability-did-not\">Accounting got a Thai text. Sustainability did not.<\/h2>\n<p>The contrast with the accounting side is stark, and it is the IFRS Foundation itself that draws it. Its jurisdiction profile for Thailand states the position in one line:<\/p>\n\n<!--OBG-G--><div class=\"obg obg-quote\"><p>IFRS Accounting Standards in English are not directly adopted in Thailand because the official language in Thailand is Thai.<\/p><cite>IFRS Foundation \u00b7 Thailand jurisdiction profile<\/cite><\/div><!--\/OBG-G-->\n\n<p>The reason is legal, not stylistic: accounting standards enforced as law must be in Thai under the <strong>Accounting Professions Act B.E. 2547 (2004)<\/strong>. So TFAC\u2019s Thai Accounting Standard Setting Committee translates each IFRS Accounting Standard into Thai, and the resulting <strong>TFRS<\/strong> takes effect with a deliberate <strong>one-year delay<\/strong> behind the international standard. That machinery has worked for years \u2014 and that same jurisdiction profile is explicit that it covers <em>IFRS Accounting Standards only<\/em>. The sustainability standards sit outside it.<\/p>\n\n<p>Note the asymmetry, because it shows this is not simple neglect. On the assurance side, Thailand <em>did<\/em> issue a Thai-language standard: TFAC released <strong>TSSA 5000<\/strong>, its general sustainability assurance standard, on <strong>9 April 2026<\/strong>, revoking TSAE 3410. A great deal of Thai market commentary \u2014 and a fair amount of consultancy material \u2014 refers to the incoming rules as <strong>\u201cTSRS 1\u201d and \u201cTSRS 2\u201d<\/strong>. That label is wrong twice over, and using it in a board paper is an easy way to lose a room that knows the standards.<\/p>\n\n<!--OBG-G--><div class=\"obg obg-facts\"><div class=\"obg-fact\"><div class=\"obg-fh\">TSRS is already taken<\/div><p>In TFAC usage <b>TSRS<\/b> means <b>\u0e21\u0e32\u0e15\u0e23\u0e10\u0e32\u0e19\u0e07\u0e32\u0e19\u0e1a\u0e23\u0e34\u0e01\u0e32\u0e23\u0e40\u0e01\u0e35\u0e48\u0e22\u0e27\u0e40\u0e19\u0e37\u0e48\u0e2d\u0e07<\/b> \u2014 Thai Standard on Related Services. TSRS 4400 covers agreed-upon procedures; TSRS 4410, compilation engagements.<\/p><\/div><div class=\"obg-fact\"><div class=\"obg-fh\">No Thai standard is named<\/div><p>No SEC or TFAC primary document calls the incoming sustainability rules \u201cTSRS 1\u201d or \u201cTSRS 2\u201d. There is no such Thai standard to name.<\/p><\/div><div class=\"obg-fact\"><div class=\"obg-fh\">The label is borrowed<\/div><p>TSRS 1 and TSRS 2 are <b>T\u00fcrkiye\u2019s<\/b> sustainability reporting standards. They have been misattributed to Thailand and the error has propagated.<\/p><\/div><div class=\"obg-fact\"><div class=\"obg-fh\">Say this instead<\/div><p>Write <b>\u201cIFRS S1 and IFRS S2\u201d<\/b>\u0e2b\u0e23\u0e37\u0e2d <b>\u201cthe SEC\u2019s ISSB adoption.\u201d<\/b> Both are precise, both are defensible to a regulator or an auditor.<\/p><\/div><\/div><!--\/OBG-G-->\n\n<h2 id=\"three-languages-one-disclosure\">Three languages, one disclosure<\/h2>\n<p>Put the pieces together and a SET50 sustainability team is now working across three languages at once \u2014 and the handoffs between them are where disclosure quality leaks away.<\/p>\n\n<!--OBG-G--><div class=\"obg obg-flow\"><div class=\"obg-step\"><div class=\"obg-snum\">1<\/div><div class=\"obg-sh\">The rule \u2014 English<\/div><div class=\"obg-sp\">IFRS S1 and S2 apply as issued in English. No authoritative Thai text exists to check a drafting judgement against.<\/div><\/div><div class=\"obg-step\"><div class=\"obg-snum\">2<\/div><div class=\"obg-sh\">The filing \u2014 Thai<\/div><div class=\"obg-sp\">SET requires market disclosures in Thai and English together \u2014 but expressly exempts the annual report. The 56-1 One Report is filed in Thai.<\/div><\/div><div class=\"obg-step\"><div class=\"obg-snum\">3<\/div><div class=\"obg-sh\">The score \u2014 English<\/div><div class=\"obg-sp\">FTSE Russell scores from public disclosure with no questionnaire. Its stated key research languages are English, French, Spanish, German, Japanese and Chinese.<\/div><\/div><\/div><!--\/OBG-G-->\n\n<p>Be precise about that last step, because the sloppy version of this argument is easy to rebut. FTSE Russell does not <em>require<\/em> English disclosure, and it has never said it disregards other languages \u2014 its FAQ says provision is made for other languages and then lists six \u201ckey\u201d ones. <strong>Thai is not among the six.<\/strong> That is not a rule against you; it is a risk to manage. A theme documented thoroughly in your Thai One Report but thin, drifting or loosely rendered in the English edition is a theme an analyst may simply not credit \u2014 and under FTSE\u2019s model, roughly 125 indicators are applied per company, exposure-weighted, on a 0\u20135 theme scale. <a href=\"\/th\/ftse-english-disclosure\/\">The English edition is what gets read &rarr;<\/a><\/p>\n\n<p>The middle step is where the untranslated standard bites hardest. Every requirement in IFRS S2 \u2014 \u201cclimate resilience\u201d, \u201ctransition risk\u201d, the metrics and targets language \u2014 has to be understood in English, applied to Thai operations, drafted in Thai for the SEC, and then rendered back into English for the raters. Without an authoritative Thai text, there is no official anchor for that terminology. Whatever your team settles on <em>becomes<\/em> the anchor. <a href=\"\/th\/esg-translation-risk\/\">This is exactly where disclosure risk is created &rarr;<\/a><\/p>\n\n<h2 id=\"what-to-do-before-the-december-2026-index-review\">What to do before the December 2026 index review<\/h2>\n<p>The SET50 cohort becomes knowable at the December 2026 index review, and FY2027 drafting starts long before the filing.
