<strong>6 August 2026<\/strong>, MTEC and NSTDA put the <strong>Thailand National LCI Database<\/strong> online as a public website \u2014 766 datasets, of which 563 are national-level, ISO-conformant and expert peer-reviewed, after two decades of quiet development. It is the most consequential Thai carbon-data event of the year, and almost nobody in the listed space has noticed.<\/p>\n\n<p>The reason it matters is what sits on top of it. TGO\u2019s replacement <strong>Carbon Footprint of Product (CFP) emission-factor file<\/strong>, published 6 July 2026, is built from that database re-run on Thailand\u2019s 2022\u201324 grid mix. It becomes <strong>mandatory on 1 October 2026<\/strong>. And a restatement is judged not on the arithmetic but on how you explain it \u2014 in public, in English. That is where this stops being a technical footnote and starts costing points.<\/p>\n\n<!--OBG-G--><div class=\"obg obg-stats\"><div class=\"obg-stat\"><div class=\"obg-sn\">766<\/div><div class=\"obg-sl\">datasets in the national LCI database<\/div><\/div><div class=\"obg-stat\"><div class=\"obg-sn\">563<\/div><div class=\"obg-sl\">national-level, peer-reviewed<\/div><\/div><div class=\"obg-stat\"><div class=\"obg-sn\">540<\/div><div class=\"obg-sl\">CFP factors, down from 593<\/div><\/div><div class=\"obg-stat\"><div class=\"obg-sn\">1 Oct<\/div><div class=\"obg-sl\">new CFP factors mandatory<\/div><\/div><\/div><!--\/OBG-G-->\n\n<h2 id=\"thailand-s-national-lci-database-just-went-public\">Thailand\u2019s national LCI database just went public<\/h2>\n<p>The Thai National LCI Database is not new \u2014 it has been the substrate under Thai footprinting since 2006, maintained by <strong>TIIS<\/strong> (Technology and Informatics Institute for Sustainability) within MTEC\/NSTDA, and every row of TGO\u2019s CFP factor file cites it by name. What changed on 6 August is that it became <strong>publicly browsable<\/strong> at <a href=\"https:\/\/thainationallci.nstda.or.th\/\" rel=\"nofollow noopener\" target=\"_blank\">thainationallci.nstda.or.th<\/a>.<\/p>\n\n<p>For a disclosure team that matters in a specific way: the provenance of your emission factors is now checkable by anyone \u2014 a verifier, a rating analyst, an investor\u2019s ESG desk. Provenance you could previously assert, you can now be held to. Thailand\u2019s electricity factor was rebased from the 2016\u201318 generation mix to 2022\u201324, and it fell. First, <strong>CFP is a voluntary product certification, not a listed-company disclosure obligation<\/strong> \u2014 if you do not carry product labels, 1 October is not your deadline. Second, a factor falling 7% is a mild tailwind, not a compliance crisis. Nobody fails a verification because their number got smaller.<\/p>\n\n<h2 id=\"the-cfo-grid-factor-already-moved-in-january\">The CFO grid factor already moved \u2014 in January<\/h2>\n<p>The change that <em>does<\/em> touch your 56-1 One Report has already happened, and a surprising number of teams have not registered it. TGO announced the revised <strong>CFO<\/strong> grid factor on 26 November 2025; it took effect <strong>1 January 2026<\/strong>, with permission to use the old factor only until <strong>31 March 2026<\/strong>. That grace period expired four and a half months ago.<\/p>\n\n<p>So any FY2026 organisational inventory should already be built on 0.4750 \u2014 and if your prior-year comparative still sits on 0.4999, your year-on-year Scope 2 movement contains a methodology change you have not disclosed. One further detail worth flagging to anyone buying renewables: TGO\u2019s notice states the tabulated grid factors <strong>exclude renewable electricity backed by I-RECs<\/strong>. The categories that dominate the file by count barely moved \u2014 <strong>truck transport is 188 of the 540 entries and changed by roughly 0.04%<\/strong>; fuels moved under 1.1%; several waste factors are identical to four decimal places. Eight further petrochemical factors are new to the file, including PET, PTA, phenol and bisphenol A.<\/em><\/p>\n\n<p>Harder still: <strong>factors that no longer exist.<\/strong> The textile group fell from 79 entries to 24 \u2014 the dyed-fabric block covering CVC 70\/30, TC 65\/35 and cotton knits in light, medium and dark shades is simply gone. Glass fell from 23 entries to 7. If a certified product relied on a deleted factor, there is no drop-in replacement: you must source primary data or justify a substitute dataset. That is a materially harder problem than re-multiplying by 0.5562, and it is the conversation packaging, apparel and glass-intensive manufacturers should be having now, not in September.<\/p>\n\n<h2 id=\"a-restatement-is-a-disclosure-problem-not-a-spreadsheet-prob\">A restatement is a disclosure problem, not a spreadsheet problem<\/h2>\n<p>Here is the part that decides whether this costs you anything. When a factor change moves your reported number, the number itself is not the disclosure \u2014 the <strong>explanation<\/strong> is. IFRS S2 expects you to say which measurement approach and inputs you used and to flag when they change. FTSE Russell does not ask: it reads what you publish, in public, and it reads it in <a href=\"\/th\/ftse-english-disclosure\/\">\u0e2d\u0e31\u0e07\u0e01\u0e24\u0e29<\/a>.<\/p>\n\n<p>So consider what an analyst sees when your Scope 2 drops 5% year on year. If your English disclosure carries a clear note \u2014 factor rebased from the 2016\u201318 to the 2022\u201324 national grid mix, prior year restated, source TGO \u2014 that reads as methodological control, and control is what the governance and climate themes reward. If the note exists only in the Thai edition, or is rendered as a loose paraphrase, the analyst sees an unexplained movement in your emissions. That is not a neutral outcome; inconsistent data is scored as weak data.<\/p>\n\n<p>This is the quiet cost of treating the English edition as a translation deliverable rather than a score-earning asset. Methodology notes are exactly the material that gets dropped, compressed or mistranslated first, because they read as boilerplate to anyone who is not scoring you on them. Check whether a factor you depend on was deleted.<\/div><\/div><div class=\"obg-step\"><div class=\"obg-snum\">2<\/div><div class=\"obg-sh\">Fix the CFO comparative<\/div><div class=\"obg-sp\">Confirm FY2026 Scope 2 uses 0.4750 and decide whether to restate the prior year. Do not leave a mixed-vintage time series undocumented.<\/div><\/div><div class=\"obg-step\"><div class=\"obg-snum\">3<\/div><div class=\"obg-sh\">Write the methodology note<\/div><div class=\"obg-sp\">One short paragraph: which factor file, which vintage, what was restated and why. This is the artefact a verifier and a rating analyst both look for.<\/div><\/div><div class=\"obg-step\"><div class=\"obg-snum\">4<\/div><div class=\"obg-sh\">Publish it in English too<\/div><div class=\"obg-sp\">Mirror the note in the English edition with locked terminology. A note that exists only in Thai earns nothing in a public-disclosure rating model.<\/div><\/div><\/div><!--\/OBG-G-->\n\n<p>One thing we will not tell you: that your existing certificates are now invalid. TGO has published <strong>no grandfathering rule and no restatement obligation<\/strong> for CFP, and the July 2022 file is still downloadable from its site. The natural reading is that 1 October binds submissions from that date forward, including renewals \u2014 but TGO has not said so in writing, and we are not going to assert it for you.
